Approved 28th December, 1854. AN ACT to incorporate the town of Des Arc, in Prairie County. SECTION 1. Town of Des Are erected into a corpor- ation. 2. Mayor, Town Council, and other offi- cers. 8. Four councilmen to be elected; quali- fications ofelectors; term of office. 4. Qualification of town officers; Council to judge of the election of its mem- bers; a majority to be a quorum; may punish or expel. 5. Council to appoint officers in certain cases. 6. Vacancies; how filled. 7. Town Council ; its powers. 8. Its powers in relation to slaves; free negroes. 9. Its powers to fine and imprison. 10. Mayor; how elected and commis- sioned ; term of office. 11. Mayor constituted a court; his pow- ers as such. 12. Mayor to be a conservator of the peace ; his powers, jurisdiction and duties as such. 13. Mayor to be governed by the laws governing Justices of the Peace. 14. Be it enacted by the General Assembly of the State of Arkansas, That all the district of country, in the county of Prai- rie, within the following limits, to wit: The north-east quarter of section fourteen, and the south-east fractional quarter of sec- tion eleven, and north-west fractional quarter of north-west fractional of section thirteen, township four north, of range five west, shall be and the same are hereby erected into a corporate town, and shall henceforth be called, distinguished and known by the name of the town of Des Arc. SEC. 2. The corporate powers and duties of said town shall be vested in a Mayor, Town Council, and such other officers as are hereinafter provided for.
