SECTION 1. Be it enacted by the General Assembly of the State of
Arkansas, That, whereas, it is alleged and claimed that Redrick
Kelley, in his life-time, paid into the state treasury the sum of five
hundred and eighty dollars, on account of the 500,000 acres grant
upon lands for which he was liable, but which sum, by mistake,
was credited on certain bonds of A. West; Be it therefore enacted,
That the state treasurer and Auditor, upon satisfaictory proot be-
ing produced to them of such mistake, be and are hereby author-
ized to correct said mistake, and transfer the credit to the proper
bonds, as intended when the same was paid by said Kelley.
SEc. 2. That this act be in force from and after its passage.

An act to Incorporate the Town of Dover, in Pope County.

SEOTION.
1. Incorporates the town of Dover, in
Pope county, and defines its limits.
2. Officers, an alderman, five council-
men and a constable, elected by
citizens of said corporation, and
hold office one year, alderman and
council each year to appoint a re-
corder, and fix his fees.
3. No one shall vote or hold office who
does not possess qualifications to
vote for members of the General
Assembly.
4. Town styled Corporation of the
town of Dover;7 alderman to pre-
side at meetings of council, and
vote only in case of a tie.
3. An election for alderman, five coun-
cilmen and constable, to be held 1st
Monday in Feb. 1853, to hold office
till 1st Monday in Jan. 1854; all
subsequent elections 1st Monday
in Jan. annually; returns of elec-
tion for alderman to be made to
clerk of circuit court, who shall
certify same to the governor.
46. All officers to take oath to discharge
their, duties faithfully. Constable
and recorder to give bond and se-
curity.
7. Alderman and council a body politic
and corporate, with perpetual suc-
cession.
S. Council to make rules and regula-
tions, by-laws, 4-c., for government
of corporation.

SECTION.
9. Alderman executive of said town,
his powers co-equal with a justice
of the peace.
10. Fines for breach of the peace, or
ordinances ofsaid town, to be made
of property in limits of said town,
upon execution issued by alder-
man, and levy and sale by consta-
ble, unless defendant, before day
of sale, pay fine and all costs.
11. Council to erect market house, and
regulate markets, and further gene-
ral powers defined.
12. Constable ex-officio assessor and
collector of taxes, and recorder
treasurer.
13. Council have exclusive right of
granting licenses for dram shops,
&c.
14. Vacancies in office of alderman fill-
ed by special election, in council-
men, by remaining councilmen; in
constable and recorder, by council.
15. Recorder to record proceedings of
said council.
16. Citizens of corporation exempt from
the road duty beyond limits of cor-
poration.
17. Council to appoint street overseer;
his duties defined.
18. Alderman and three councilmen a
quorum to do business.
19. Corporation not to issue tickets to
circulate as currency, under penalty
of forfeiture of charter.
