Stc. 1. Be it enacted by the General Assembly of the State of
Arkansas, That the town of Napoleon, embracing the south half of
section twenty-seven in township ten south, range one east, and that
the metes and bounds shall be as follows; to commence at the south
west corner of section twenty-seven, and run north to the north-west
corner of the south-west quarter of section twenty-seven, thence due
east to the middle of the Arkansas river; from thence down the centre
of the river and in the Mississippi as far as the State of Arkansas has
jurisdiction; from thence down the Mississippi until it intersects the
west line of section twenty-seven; and from thence to the south-west
corner of section twenty-seven, situate in the county of Desha, shall
be and the same is hereby incorporated.
SEc. 2. That all free white male inhabitants of said town qualified
to vote for members of the General Assembly shall be eligible to vote
in all elections aulhorized by this act.
SEC. 3. That the town officers of Napoleon shall consist of one
Alderman, a council composed of five members, and such other offi-
cers as may be necessary to carry into effect the provisions of this act,
and there shall be an election held on the first Monday of March, A
D. 1851, and on the first Monday of January, annually thereafter for
the election of Alderman, and said five members of council, who shall
hold their offices for the term of one year, and until their successors
are elected and qualified; and such elections shall be held in the man-
ner prescribed by law for holding all general elections.
SEc. 4. That the said town shall be a body politic and corporate
by the name and style of Corporation of Napoleon and by that
name the Alderman and council are hereby made capable and able
to sue and be sued, plead and be impleaded, defend and be defend-
ed in all courts of law and equity in all matters and actions whatso-
ever; and may grant, purchase, receive, and hold property both real
and personal within the said town and may lease, sell, and dispose of
the same for the benefit of said town, and may do all other acts as
natural persons, and may have a common seal, and the same break,
alter and renew at pleasure, and may pass all rules, ordinances, and
by-laws as may be deemed necessary to preserve peace, and secure
the internal----of said town; provided, that no ordinance or by-
