An act to distribute the proceeds of the 500,000 acres of land
donated to the State of Arkansas, for Internal Improvements.

SECTION.
. Divides the proceeds of the 500,000
acre donation equally among the
several counties.
2. First distribution to be made on the
1st Monday of July, 1849, and every
six months thereafter until the fund
is exhausted.
3. On the first Monday of May, 1849,
and every two years thereafter, five
commissioners to be elected by each
county as a board of internal im-
provement for the county.
4. In case of a vacancy 1n the office of
.commissioner, the -presiding judge
of the county court to order an
election to fill such vacancy.
5, Commissioners to hold office for two
years.
3. For disbursing money, or entering
into contracts, four commissioners
must be present, and a majority
consent, but in other cases a major-
ity of the commissioners shall con-
stitute a board.
7. Board of commissioners to elect a
treasurer, who shall take an oath
and give bond for the faithful dis-
charge of his duties.
S. Board of commissioners to elect a
president; in absence of the presi-
dent, treasurer to act as president
pro tem.
9. Board of commissioners incorporated
for all purposes of this act.

SECTION  -
10. Board of commissioners to elect a
secretary, whose books and minutes
shall be open for inspection to all
persons.
11. Said commissioners may purchase
slaves, or other property, and may
sell the same, provided, that the
money arising from the sale of such
property be paid ifito the treasury of
the board.
12. Commissioners shall not loan the
funds of the board for a less interest
than six nor more than ten per cent.
or for a longer time than one year,
and to take bond and security for
the payment of the same.
13. The funds loaned to be Collected when
due, with the interest, and the prin.
cipal may be reloaned.
14. Board to determine the objects of im-
provement, and to commence and
complete the same, prouided that no
neighborhood improvement shall be
made.
15. Boards of commissioners of several
counties may form their counties
into a district, and unite their funds
for such, improvement as they may
agree upon. -
16. To effect such union of funds, the sev-
eral boards shall meet ih conven-
tion, and decide upon the work to
be done; and shall elect a district
board, and said district board shall
