The fines imposed by the President of the Board for offences within his jurisdiction may be pleaded in bar to a crirninal prosecution in the Clark Circuit Court. 14. Trustees to appoint a Town Sergeant to see that the Town Regulations are enforced, and to fix his com- pensation. 15. The President of the Board to keep a Docket, and make entries of all his official Acts. 16. The Board of Trustees to fix the amount of the fines to be imposed for the violation of the by-laws and regulations. 17. Fees of the Town Sergeant. 18. A Justice of the Peace may, also, be President of the Board, and a Township Constable, Town Ser- geant. 19. The manner of voting for Trustees, and who shall preside at the Town Elections. 20. Vacancies in the Board of Trustees, how filled. 21. No single Trustee allowed to con. tract, so as to bind the Board. 22. Said Corporation expressly prohibit- ed from issuing any bills, or change tickets, designed to pass as a cur. rency. SEC. 1. Be it enacted by the General Assembly of the State of Arkansas, That the Town -of Arkadelphia, in the county of Clark, shall be, and the game is hereby incorporated. SEC. 2. Be. it further enacted,, That-A. G. Johnson, Wiley New- bury, J. Overton, J. 0. Calloway, and Joshua Philips, are hereby constituted and appointed trustees for said Town, who shall continue in office for the term of twelve months from and after the passage of this act, any three of whom may form a quorum to transact busi- ness. SEC. 3. Be it further enacted, That the Trustees may fix the metes and bounds of said Town, and have the same surveyed and platted, if the same has not already been done, and laid out into streets and alleys, and cross streets as they may direct; which platts of survey of said Town shall be recorded in the clerk's office of the Clark county court, within three months after the passage of this Act. SEC. 4. Be it further enacted, That it may be lawful for the free white male inhabitants of said Town of Arkadelphia, who shall have obtained the age of twenty-one years, and who are entitled to vote for county Representatives, and all other male persons who have at-
