not to exceed fifty dollars, and by imprisonment not to

As to collecting SEC. 3. Be it further enacted, That the mayor and alder-
zes. men shall h:ave power to levy and collect a tax upon all
improved real estate in the city of Wetumpka of not more
than one per centum annually upon the assessed valuna of
the s ime: Provided, the same shall be approved by a major.

shall be the duty of the mayor a id aldermen to ordain an
election on the passage of such an ordinance, subinitting
the same to a vote of the real estate owners in said city,

and aldermen are now conducted, and should a majority of
the real estute owners of said aity, qualified to vote wider
the charter of aid i city, be found in favor of raising the
taxes, then said ordinance, passed as nforesaid, shall become
a law.
Sic. 4. Be it further enacted, That the said mayor and
