To amend the ['th paragraph of sectioiv 3971of
the Code of Alabama.
SECTION 1. Be it enacted by the Senate and Bouse
of Representatives of the State of Alabama in Gene-.
ral Assembly convened, That the seventeenth para-
graph of Section 397, of the Code, is lideby so
amended that no auctioneer, broker, or agent, for
the sale of slaves, shall be required to pay any tax

vided, That the oWner or owners, or any one of
them, or the auctioneer, br6ker, or agent will make
affidavit in writing to whom such slave belongs,
and that such owner or owners of such slaves are
residents of this State, and have owned such slave
for more than one year immediately preceding suich
sale, offer, or exposure for sale within this State;
and shall file such affidavit with the Judge of
Probate, in every county where such slave is sold,
offered, or exposed for sale.
ic. 2. And be it futrther enacted, That this act
shall be so coistrued as to apply only to such slaves
as may be sold by any trader, broker, auctioieer,
or agent on commission for citizens of the State and Sold for citi-

than one year preceding the sale, and shall in no case
apply to any slave owned by any trmader, broker,
auctioneer, or other personr selling slaves onspecu-
