The select committee, to whom was referred a resolution of the state of Mississippi. transmitted in a special coinmuni- cation to this house by his Excellency the Governor, disap- proving of resolutions passed by the legislatures-of the states of Ohio, New-Jersey, Delaware, Connecticut, Indiana, and Illincis, on the subject of the abolition and general emanci- pation of persons of color held in servitude in the United States; having had the same under consideration, respect. fully submit fle following report: They conceive that the subject is one in which the States (where the evil complained 6f exists) are alone interested; -that the frequent interference of the non-slave-holding states in a matter so purely internal and domestic, is alike impoli- tic and incompatible with the rights and interests of the slave-holding states; atid that the dictates of policy forbid the -too frequent agitation of a question which by the constitution of the United States, and of the several slave-holding states, is beyond the -exercise of legislative control.
