THE people of the Northern States of this country are now nearly unanimous in the belief that the present war, begun by the South to perpetuate the claim that it is right to hold property in man, will not end until the cause of the war - Slavery - is swept away by the emancipation of the slaves. They believe that this will be the inevitable result. But few comparatively see at present that the only wise, safe, just, and effectual mode is immediate emancipa- tion on the soil. The object of this pamphlet is to demonstrate the feasi- bleness, utility, justice, and safety of this measure now forced upon the consideration of the people of the free States by the audacity, madness, and fury of the traitors who have precipitated the South into rebellion and civil war with the people of the North. It is an incontrovertible fact that immediate emancipa- tion, under present circumstances, is a constitutional mea- sure. Whatever difference of opinion might have existed
