handle is hein.sag/sagtx0052 and id is 1 raw text is: Office of the Attornep general btate of Texas DAN MORALES ATTORNEY GENERAL Dear Texans: One of the most important duties of the Office of Attorney General is to help keep the wheels of government of our great state running smoothly. In order to accomplish this task, the Attorney General is authorized by chapter 402 of the Government Code to issue legal opinions that have the effect of law unless overruled by a court. Opinions relating to access to public records are authorized by chapter 552 of the Government Code. Each year, hundreds of government officials look to the Attorney General for guidance on how to interpret the laws they are entrusted to uphold. Attorney General opinions have far-reaching implications not only for all governmental entities within the state but for the citizens of Texas as well. They reduce the need for court decisions, serve as legal advice to state and local government, reduce unlawful administrative acts, and serve to standardize interpretations of state laws and administrative regulations. This year, the Office of the Attorney General issued 210 opinions on a wide range of subjects. This index of all the opinions issued during 1993 is provided for your convenience. The index includes a digest of each opinion issued as well as a subject index to assist you in finding opinions that have been issued by topic. Also included is a listing of all statutes and constitutional provisions that are referenced in the opinions. To ensure that the decisions rendered by my office are readily available to the citizens of Texas, summaries of all opinion requests and of the opinions issued by this office are published in the Texas Register.
