CONSTITUTIONAL LAW, TENNESSEE: General Law/Class Legislation: The grandfather rights found in T.C.A §68-13-403(d) are rationally based; the April 15, 1986 date in the statute was not arbitrarily chosen by the General Assembly, as it is the effective date of a 1986 enactment thvt substantially amended this law; alccordingly, T.C.A. §68-13-403(d) does not constitute impermissible discrimination or class legislation in violation of the equal protection provisions of either the Fourteenth Amendment to the United States Constitution, or Article XI, S of the Constitution of Tennessee.
