88-114      ATHLETICS: Neither the incorporation of
regulations of the National Collegiate Athletic
Association into Chapter 853 of the 1988
Tennessee Public Acts for purposes of determining
violations under that act, nor the exemption of
employees of the National Collegiate Athletic
Association and institutions of higher learning
in Tennessee from this Chapter violates any
provision of the Tennessee Constitution. Tenn.

88-111      BOARD OF CLAIMS: The State has liability only
for reimbursement of fines and court costs paid
to the State, and for restitution that is part of
the prescribed punishment for a defendant whose
conviction has been overturned. The defendant's
right of recovery lies in the Board of Claims.

88-110      BONDS/NOTES: Counties: T.C.A. SS 5-16-101, at
a=., the Local Government Public Obligations Act
of 1986, and the County Recovery and Post War Aid
Act of 1945 authorize a county to access ad
valorem property taxes against all property in
the county in order to finance debt service on
bonds issued to extend sewer lines. A county may
issue general obligation bonds to build sewer
extensions to serve schools in its rural school
system if they are repaid out of taxes assessed
exclusively against owners of property in the
unincorporated portion of the county, if the
municipalities waive distribution, or if the
bonds are issued pursuant to the Local Government
Public Obligations Act of 1986. T.C.A.
