T.C.A. 5 49-2-203 preclude Memphis Board of
Education from implementing policy preference to
puchases from minority businesses without legisla-

AGRICULTURE: Pest Control Industry: Hazardous Chemical
Right to Know Law is not preempted by federal law
and regulations; pest control industry is not an
agricultural employer group which may be exempted
from the Right to Know Law by Tennessee
Agricultural Commissioner; Tennessee's Right to
Know Law applies to Government owned contractor
operated facilities; an employer under the state
Right to Know Law may include a business which has

BIDDING: Competitive: Competitive bidding provisions of
T.C.A. 5 49-2-203 preclude Memphis Board of

BLIND: Chapter 37, 1987 Tenn. Pub. Acts makes it possible
for persons not in full possession of senses of
hearing or seeing to serve on juries in some cases
in state courts when they could not have done so
previously; and it accords such persons an exemp-
tion from liability to act as jurors in state

cases brought in municipal court pursuant to T.C.A.
