ALCOHOL: Beer: Licenses: Liquor: Permits: A person must
be 18 years old to obtain a permit to engage in the
retail sale of alcoholic beverages; there currently
exists no statewide minimum age requirement for
obtaining a permit under Chapter 4 of Title 57 to
sell alcoholic beverages for on-premises consump-
tion or for obtaining a permit to sell beer under
Chapter 5 of Title 57. T.C.A. 5 1-3-114, 57-3-101,

APPROPRIATIONS: Tennessee School Nutrition Standards Act of
1987. Interpretation of effect upon enactment of
T.C.A. S 49-6-2303, relative to extent to which
principal remains responsible for food service
program in a county with a system-wide food service
manager, can be clarified by the Commissioner of
Education through promulgation of rules and regula-

CONSTITUTIONAL LAW, TENNESSEE, Freedom of Religion: Gravel
owned by county may be stockpiled on private pro-
perty or churchyards, if landowner gives per-
mission; amendment to T.C.A. S 54-7-112,
authorizing county ti provide gravel for
churchyards would be violative of U.S. Const.
amend. I and Tenn. Const. art I, 5 3 and art II,
S 29; County Road Supervisor has authority to
construct school bus turnarounds on county highway
system only; however, under county uniform highway
law, county commission could amend county road
system to add cul-de-sacs or turnarounds for school
buses, assuming property owners made an actual or
constructive dedicaton of their lands affected
