County Election Commission could not implement drug
screening program absent reasonable suspicion,
unless a urinalysis was part of routine medical
examination where job requirements would demand

ALCOHOL: Alcoholic Beverage Commission: Beer: Liquor:
Local Option: Change in hours for sale of beer is
effective when county election commission certifies
voter approval of liquor-by-the-drink referendum;
change in hours is automatic and county or city
governing body has the authority only to extend
hours and cannot shorten; change in hours applies
to entire city and county except for those munici-
palities which have not approved referendum.

APPROPRIATIONS: County Board of Commissioners may not pro-
perly supply county funds to private organization
to build a bridge which the county superintendent

BANKING: Financial Institutions: T.C.A. 5 45-5-403 permits
industrial loan and thrift companies that elect to
carry non-filing insurance to charge borrower cost
of premiums lender mrust pay for such insurance as
long as: (1) premium does not exceed current fee
for filing financing statement; and (2) an amount
equivalent to current fee for filing financing
statement is not charged borrower more than one
