8                               INTRODUCTION
9       In a letter received December 7, 2004, by the Office of the Nevada Attorney General,
10  Ms. Lisa Wilson filed a complaint with this Office alleging a violation of the Nevada Open
11  Meeting Law, chapter 241 of the Nevada Revised Statutes. In particular, Ms. Wilson alleges
12 that the Clark County School District Board of Trustees (Board) violated the Open Meeting
13  Law by failing to post a notice of the Board's November 18, 2004 meeting in Moapa Valley.
14       The Office of the Nevada Attorney General has primary jurisdiction to investigate and
15  prosecute alleged violations of the Open Meeting Law and issues this opinion pursuant to that
16  authority. This opinion is issued as a guideline for enforcing the Open Meeting Law. In
17 investigating this matter, this Office reviewed the complaint, agenda, minutes, other
18 supporting documents, and tape recordings of the meeting.
19                                    II.
20                             FINDINGS OF FACT
21       On November 18, 2004, the Board held a regular meeting. The Board posted its
22  notices at the West Charleston Library, Green Valley Library, West Las Vegas Library, North
23  Las Vegas Library, Whitney Library, Edward A. Greer Education Center, and the Clark County
24  School District Website (www.ccsd.net). The Board provided this Office Posting Certificates
25  and other documentation that indicates that the notice was posted on Wednesday, November
26  10, 2004. The Board, however, did not post a notice in Moapa Valley.
