WELFARE - Medical Assistance for the Aged (MoAoAo) Liquid Asset,
as used in Lo 19639 C0 595, 5 (256A.05)9 is an asset
that is capable of being reduced to cash or assigned or
transferred by an applicant to meet his medical needs.

In your letter of January 119 1965, to Attorney General
Robert W. Mattson, you state the following
FACTS
An applicant for medical aid to the aged, otherwise eligible
for such assistance, is the holder of a promissory note, payable to the
applicant, in excess of the allowable assets for consideration under
the programo The note in question is long overdue, and the maka thereof
is not in a position to pay off the face value of the note. However,
monthly payments on the note, in the amount of $50 per month, have been
made. There is no way that the applicant can enforce collection of the
entire face value of the note, which is approximately $29000.
You ask the following
QUESTION
Under the above fact situation, is the demand note9 over 20
years old, to be considered monthly income due the applicant9 rather
than a liquid asset which would disqualify him for assistance under
the program?
OPINION
Laws 1963, Chapter 595  5 (256Aoo5) in part provides:
Seco 5. (256Ao05) ELIGIBILITY0 Medical assistance to the
aged may be paid to any person who*
(d) if single9 does not have more than $750 in cash or
other liquid assets or9 if married, he and his spouse
together do not have more than $1,000 in cash or other
liquid assets;
(e) if single9 has gross income not exceeding $1,800
annually or, if married, he and his spouse together
have gross income not exceeding $2,400 annually;
