Dear Mr. Kawamura:
This letter will acknowledge receipt of the above referenced
rules arid regulations adopted by the Board of Social Services
at the December 31 1982 meeting.
These rules replace the emergency rules concerning revisions
to the county personnel merit system rules concerning reduc-
tion in force and reempl-oyment rights which were adopted
November 5v 1982. These emergency rules were made permanent
pursuant to C.R.S. 1973, 24-4-103(6) (1982 repla vol. 10)
at the December 3,. 1982 meeting of the Board of Social Ser-
vices.
Pursuant to the Administrative Procedure Act, particularly
C.R.S. 1973t 24-4-103(8)lb) (1982 repl. vol. 10), this office
.has reviewed 'the rules and finds them to be within the
authority of the Board of Social Services to promulgate
and, further, that there are no apparent constitutional or
statutory deficiencies in their form or substance.

revisions to. the county personnel narit system rules concern-
ing r&eduction in forco arid reemployment rights lies in:
