Re; Rules adopted by the Board of Social Services on December 7, 1379,
concerning New Rules for Submission of County Plans Under Senate
Bill 26 Concerning Placement of Children, Document 1. (Emergency
Made Permanent)
Dear Mr. Valdez:
At the November 2, 1979, meeting of the State Board of Social Services (herein-
after referred to as the Board) Document 8  was adopted as an emergency rule.
Document 8 was the subject of my opinion dated November 13, 1970.
At December 7, 1979   meeting of the Board, rules referred to in the agenda
as Document 1   , which were essentially the same as Document 8 at the
November 2, 1979,   meeting, were made permanent pursuant to 24-4-103(6), C.R.S.
1973.
Pursuant to the Administrative Procedure Act, particularly 24-4-103(8)(b), C.R.S.
1973, this office has reviewed the rules and finds them to be within the authority
of the State Board to promulgate and, further, that there are no apparent consti
tutional or statutory deficiencies in their form or substance. My opinion dated
November 13, 1979, is incorporated herein by reference.
