Opinion No. 64-253-January 1, 1965
SUBJECT: CONTRACTORS' STATE LICENSE LAW-A city or county building
department must refuse to issue a building permit to an applicant who fails
to provide proper proof of his license or exempt status, and may not issue a
plumbing permit to a general contractor not licensed as a plumbing contractor,
unless the plumbing to be done is part of an over-all building project under-
taken by the contractor.

The Honorable Carl L. Christensen, Senator for the Third District, has re-
quested an opinion on the following questions:
1. Must a city or county building department refuse to issue a building per-
mit to an applicant who fails to provide proper proof of his license or exempt
status under the Contractors' State License Law?
2. May a city or county building department issue a plumbing permit to an
applicant licensed as a general building contractor but not as a plumbing contractor
under the provisions of the Contractors' State License Law?
The conclusions are:
1. A city or county building department must refuse to issue a building permit
to an applicant who fails to provide proper proof of his license or exempt status
under the Contractors' State License Law.
2. A city or county building department may not issue a plumbing permit to
an applicant licensed as a general building contractor but not as a plumbing con-
tractor under the provisions of the Contractors' State License Law, unless the
plumbing work to be performed is but part of an over-all building project under-
taken by the general building contractor.
