Dear Mr. Moore:
Replying to your letter of December 15th with.
reference to the form of petition to form a new party,
we have prepared and given to you a form which in our
opinion meets the requirements of the law.
We agree with your interpretation ot Paragraph 55-1006
of the.Arizona Code, 1939, that is, that persons desir-
ing to form a new party must obtain the signatures of
qualified electors representing 2% of the votes case for
Governor at the last preceding general election out of
at least five counties of the State.  The 2% must be
determined from the number of votes cast for all candi--
dates for Governor at the last general election.
