Dear Mr. Lassen:
Pursuant to Arizona Revised Statutes Annotated (A.R.S.) § 15-253(B), we revise your
July 15, 1997 opinion' to the Assistant Superintendent for Business Services at the Glendale
Union High School District concerning whether certain statutory amendments in 1996 alter the
formula that a school district must use to calculate an adjusted student count for additional State
aid when a district participating in the dropout prevention program wants to make budgetary
adjustments for growth under A.R.S. § 15-948. We find the specific formula that the Legislature
established in 1992 Ariz. Sess. Laws ch. 62, § 10 for computing an adjusted student count for
these school districts remains unchanged. Therefore, participating school districts must compute
their adjusted student count pursuant to the specified formula.
Background
In 1987, when the Legislature enacted the dropout prevention program, it established a
specific formula for computing the adjusted student count for school districts that adjusted for
growth in student count pursuant to A.R.S. § 15-948. 1987 Ariz. Sess. Laws ch. 333, § 2. Over
the years, that formula has been amended, but never repealed.? Currently, it requires that:

2 Section 15-948, A.R.S., allows eligible school districts to increase their revenue control limits, district
support levels, revise their budgets, and receive additional state aid based on growth in student count. Although the
Legislature amended A.R.S. § 15-948 in 1996, it did not change the student count provision in subsection (A)(1).
3 In 1992, the Legislature indefinitely extended the dropout prevention program until money became
available to fully fund the program statewide. 1992 Ariz. Sess. Laws ch. 305, § 32.
