This .s in re;ponse to your request for an opinion con-
cerni.-ng lneL1: r newspapers are required to publish legal
notices at free )r reduced rates offered for non-husiness
classified adve tising under the terms of Ark. St-at. Ann.

That statut-e prov..*1'?as ). ows::
lhen a publication of a legal noti-c -f any kind is
allowed or re-uired by law, except rea. -operty and
personal property delinquent tax rates, a .-ewspaper
publishing such notice shall charge and receive not
more than its regular classified advertising rate
therefor.
This statute has been amended numerous times since it was
first passed in 1891. The chain of amendments was princi-
pally for the purpose of changing the rates established to
account for increased costs. It was ac2'pted in its prese*
form in 1977.
