Dear Mr. Bvittes
This will acknowledge receipt of your letter dated January
11, 1965, in which you states
The City of Benton weald like to know how it
may proceed in establishing a Civil Service
Comission to regulate the employment of
uniformed and/or non-unifomed employees. The
statutes we have are ambiguous and it would
appear that these comissions have been
abolished for cities of first class under
certain population sises.
As you may be aware, the City of Benton has
recently annexed some 6,000 acres bringing the
population to an estimated 16.000. May we
qualify for a Civil Service Organisation?
In my opinion* first class cities may set up Civil Service
systems for police and tire departments under Act 28 of
1933 as amended by Act 326 of 1949 and Act 205 of 1959.
These Acts are covered by Ark. Stat. Am. S 191601 (Note)
through Sections 19-1618.
