     As  the  United   States'  brief  illustrates,  petitioner's

challenge  to  this Court's  longstanding  interpretation of  the

Double Jeopardy Clause presents a question of great importance to

the federal  government.  A full  30 minutes of  argument time is

necessary for the United States adequately to address the numerous

aspects  of  the  Double  Jeopardy Clause's  text,  history,  and

application that  petitioner would put  at issue, as well  as the

serious practical consequences of his position.  See Gov't Br. 6-

55.  The  United States does not oppose  an expansion of argument

time  to allow  for  argument by  the  amici  States, whose  law-
