MESSAGE FROM THE PRESIDENT OF THE UNITED STATES, TRANS-IITTING, IN RESPONSE TO RESOLUTION OF THE SENATE OF JANUARY 26, 1901, A REPORT FROM THE SECRETARY OF WAR, WITH ACCOM- PANYING PAPERS, RELATIVE TO THE LANDS HELD IN MORT- MAIN OR OTHERWISE FOR ECCLESIASTICAL OR RELIGIOUS USES IN THE PHILIPPINE ISLANDS; ALSO TRANSMITTING CER- TIFIED COPIES OF THE ACTS OF THE PHILIPPINE COMMISSION, NUMBERS 56 TO 68, INCLUSIVE. FEBRUARY 25, 1901.-Read, referred to the Committee on the Philippines, and ordered to be printed. To the Senate: In response to the resolution of the Senate of January 26, 1901, as follows: Resolved, That the President, so far as in his judgment may be not inconsistent with the public interest, be requested to communicate to the Senate all information in his power or in that of any of the Executive Departments in regard to the lands held in mortmain or otherwise for ecclesiastical or religious uses in the Philippine Islands, including the character of the title to such lands, the extent and value of the same, and the parts of the islands where they exist; and further, whether he has in behalf of the Government entered into any obligation other than what is set forth in the late treaty with Spain in regard to their disposition or the maintenance of any alleged titles thereto, or has announced or declared any policy to be pursued in deal- ing with such titles. Also to communicate to the Senate any map of the territory of the Philippine Islands or any part thereof in which these domains are laid down. I transmit herewith a report of the Secretary of War dated February 19, 1901, with accompanying papers. I also transmit certified copies of the acts of the Philippine Commis- sion, numbers 56 to 6S, inclusive. I WILLIAM McKINLEY. EXECUTIVE MANSION, Fewwbaiy 25, 1901.
