Indirect Taxation
As earlier reported, the Council of Ministers approved three additional directives
on VAT in its October meeting:
- Eigth Directive on refund of VAT for nonresidents,
- extension to VAT of the directive on exchange of information on direct taxes,
and
- similarly on assistance in collecting VAT.
The final versions in all Community languages (now including Greek) were
formally adopted on 6 December 1979.
The adoption of further directives is imminent:
-  on tax exemption within the Community for certain means of transportation
temporarily imported,
-  on tax exemption for personal property of individuals permanently imported
from another member state,
- on the non-application of the Sixth VAT Directive to the French Overseas
Departments subsequently to a judgement of the European Court,
-  the Tenth VAT Directive on the application of VAT to the hiring out of
movable tangible property.
The folowing proposals for directives are coming into their final stage:
- the Seventh VAT Directive on a common system of VAT for works of art,
collectors' items, antiques and used goods, however, the German Bundestag
recently resolved that the directive should only be concerned with used cars.
- the exempt amount on private importations is to be raised from 180 to 210 of
accounts.
New proposals will be submitted to the Council within short time on
-  purchases by international sea, air and rail carriers, the proposal will apply
VAT, excise taxes and import duties.
-  VAT consequences of change of residence and place of business.
-  VAT on the temporary importation of fixed business assets (submission to the
Council anticipated for the end of 1980).
-  further plans mainly concern the reduction of border formalities and the further
facilitation of international trade.
As to excises there is a certain stand-still in the harmonization of taxes on alcoholic
beverages until the European Court will decide on a number of pending cases.
On 9 January 1980, the Value Added Committee will meet, it consists of
representatives of the member states and the Commission. On its agenda are about
a dozen questions concerning interpretation of the Sixth VAT Directive.
