S. A. Preparations for the third annual Law Day U.S.A. have already begun. May 1 falls on Sunday, so it is expected that many churches will join in the observance of Law Day and that observances in schools, courts and before civic organizations will be held May 2. All indications are that the fine spirit of cooperation begun last year through joint observance of Law Day by the JBC and the United States Junior Chamber of Corn- mdree will be continued. JBC National Chairman Gibson Gayle and U. S. Jaycee President Bob Clark are laying plans for joint participation of state and local junior bar and Jaycee chapters. More details will be released later. What You Can Do Law Day gives Americans the opportunity to count their blessings as a people ruled by laws and not by men. It is an appropriate time for us to remind ourselves and our fellow citizens of the value of life under law, so that by better understanding our freedom we may protect it. Lawyers are natural exponents of law and order, and as such, it be- hooves us all to make Law Day U.S.A. 1960 significant in that more people will come to realize the benefit of a gov- ernment of just laws. Each of you can contribute by (1) speaking to local bar officials about organizing community observance of Law Day; (2) urging every civic organization of which you are a member to observe Law Day U.S.A. by means of an ap- propriate program; (3) urging your pastor, priest or rabbi to give a sermon about the kinship of our religious and legal principles; (4) offering your services to civic groups as a speaker; and (5) requesting Law Day promotional materials from the American Bar Association, 1155 East 60th Street, Chicago 87. The purposes of Law Day U.S.A. are educational and patriotic. This event is not a lawyers' day, but a day for honoring the place of Law in American life and the con- tribution which it has made and must continue to make in the nation's growth and development, as well as its great potential as an instrument of world peace. Midyear Meeting Plans JBC officials will participate in the midyear meeting of the American Bar Association at the Edgewater Beach Hotel in Chica o, February 20 and 21. The Executive Council of the Junior Bar Conference will hold morning and afternoon sessions Saturday, February 20. The final session of the Council will be heid Sunday morning, Febru- ary 21. Ross L. Malone, immediate past President of the Ameri- can Bar Association, will be the honored guest of the JBC at a luncheon Saturday, February 20. He will speak about the organization and policies of the Association. Egbert L. Haywood of Durham, North Carolina the member of the ABA Board of Governors working with the JBC, will discuss the relationships between the various sec- tions and other groups which make up the ABA. (Continued on page 4) A Target Worth Shooting For Peace or Chaos? This is the choice that faces the people of the world to- day. Development of the rule of law to the point where the world will be governed by laws instead of by men or nations could well be our only hope for lasting peace. The alterna- tive may be annihilation. The world peace through law movement is a vital attempt to bring to men the realization that interpational disputes can be settled peaceably and equitably only through the recognition and application of legal principles. The American Bar Association created its Committee on World Peace Through Law approximately 18 months ago and has been leading in the search for ways and means to expand the rule of law in international relations. Personal contacts among lawyers from different nations and regional conferences of lawyers in this country and in other parts of the world are developing concrete ideas for extending the rule of law toward the development of a peaceful world. Last August the Junior Bar Conference, responding to the call of former ABA President Charles S. Rhyne, the Chairman of the ABA Committee on World Peace Through Law, created the JBC Committee on World Peace Through Law. This ABA activity is dedicated to promoting the search for methods of replacing the rule of force with the rule of law. (Continued on page 4)
