Preface This volume is devoted to a Family Empowerment Intervention (FEI) for juve- nile offenders and their families. Arrested youths processed at the Hillsborough County Juvenile Assessment Center and their families were enrolled in this voluntary project over a three-year period. The FEI was implemented as part of a National Institute on Drug Abuse funded, Youth Support Project (YSP). The YSP was an innovative, large-scale, experimental, prospective longitudinal study, involving baseline and up to three follow-up interview data collection waves and recidivism analyses. Families involved in the project were ran- domly assigned to one of two groups: (1) Extended Services Intervention (ESI) or the FEI group. ESI group families received monthly telephone con- tacts from project research staff and, if indicated, referral information. FEI families received personal, in-home services from project Field Consultants who worked with assigned families on nine project goals. These goals are de- scribed in the first article in this special issue, which reviews the conceptual foundations and clinical practices of the FEL. A distinctive feature of the FEI was that the FCs were not trained therapists-although they were trained by, and performed their work under the direction of, licensed clinicians. This feature reduced the cost of providing intervention services considerably. The major hypothesis of the YSP was that empowering parents would reduce target youth recidivism and increase target youth prosocial behavior and psychosocial functioning. In addition to discussing the goals of the FEI, the conceptual foundations and clinical practices article presents the structural intervention strategies used in working the FEI families; the phases of the intervention; engaging and mov- ing families through the intervention to graduation; the role, and selection and training of the FCs delivering the intervention; efforts to ensure the integrity of intervention services; crisis intervention procedures; and staff and family
