Of Current Interest ...
  The  joint program on  Real Es-
tate Investment Ventures co-spon-
spored  by  our  Section with the
Section  of Taxation was  well re-
ceived at the State Bar Convention
in Austin  this past July. Special
thanks  are in order to George  E.
Henderson   of  Austin,  the  new
Chairman  of the Section, who  or-
ganized  and orchestrated the pro-
gram.  Appearing  in this issue of
the Bulletin is a copy of the presen-
tation made  by Robert S. Trotti of
Dallas  at the  Section's Council
dinner  in Austin on  July 1. The
presentation, entitled Brief His-
tory of the  Corporation, Banking
and Business Law  Section, chron-
icles the development of our Sec-
tion from its inception in 1953 to
the present.
  This issue also contains a listing
of the membership  for 1982-83 of
the  Standing Committees   of the
Section  on Corporation,  Banking
and Business  Law. Recent legisla-
tive proposals from certain of these
Committees  will be highlighted in
an upcoming  issue of the Bulletin.
  Bankruptcy   lawyers,   keeping
busy in the present economic  cli-


mate, now  must  grope for guide-
lines in the wake of the Marathon
Pipeline decision. Tentatively on
the agenda for the Bankruptcy and
Reorganization Law  Committee   is
a  planned advanced   seminar  for
bankruptcy  lawyers to be held in
the spring of 1983.

  The  next issue  of the Bulletin
should contain the index to the in-
terpretations issued by the Texas
Banking  Commissioner. Practition-
ers in the banking law area should
find this index extremely helpful in
dealing with issues covered by the
interpretations, which  have  not
been previously published.

  During  this past  summer,  the
Texas  Sunset  Advisory  Commis-
sion held a public hearing concern-
ing the continuation and policies of
the State Securities Board. Profes-
sor Hal M.  Bateman  of the Texas
Tech   University School  of Law
made a statement concerning
whether   Texas   securities laws
should be amended  to adopt a full
disclosure standard in securities
registration instead of the present
merit standard principle. The text
of Professor Bateman's statement,


reprinted with his permission, ap-
pears in this issue of the Bulletin.

  This issue of  the Bulletin also
contains an  article by Robert R.
Cole, Jr. entitled Ad Valorem Tax-
ation of Bank Stock and the Federal
Security Exemption   Problem.
