The Section has taken the lead in the American Bar Association in recommending proposals to the Associa- tion with respect to such matters as the problems arising out of energy shortages, the utilization of the natural resources of the sea, shortages of non-fuel minerals, the proper utilization of our public lands and of our water and timber resources and the ever present consideration of proper balance between the use of our natural resources and the protection of the environment. The American Bar Association through its Administra- tion Committe has asked our Section to coordinate the efforts of all other Sections and Committees of the Association in proposing policies to the House of Delegates of the American Bar Association with respect to energy problems, and in doing so has asked the active involvement of all members of our Section as well as representatives of other Sections and Committees of the Association. Procedures are being worked out to give all of the members of our Section an opportunity to make suggestions as to the proper legal approach to energy shortages and future energy requirements, and you will be hearing more about this later. Our Section has become involved in . veral additional areas of natural resources law during the last year. Committees dealing with electrical power, overseas mineral resources and shortages of supply of non-fuel minerals were started during the last American Bar Association year, and these committees have added a great deal to the ability of the Section to deal with the interrelated problems of the proper use and conservation of our natural resources. The activities of the Environmental Quality Commit- tee have continued to expand, and it is the largest committee of the Section. It has planned and had this fall the third in a series of National Institutes that have over the last three or four years contributed substantially to the expanding field of environmental law. The Section is fortunate indeed to have as the Editor of the Natural Resources Lawyer this year Dean Joseph W. Morris of the College of Law of the University of Tulsa. The practice of having the Chairman-Elect of the Section serve as Editor of the Section's journal, the Natural Resources Lawyer, has been discontinued to give the Chairman-Elect an opportunity to take a more active part in administrative affairs of the Section and to make the transition from the office of Chairman-Elect to Chairman a smoother one. Dean Morris is extremely well qualified for the job, and we are grateful for his willingness to take on the responsibility. The Section is also fortunate to have John Rebman of Houston continue as Editor of the Newsletter. He will be ably assisted by Bernard Foster Ill, and Fred Ritts, both of Washington. Members of the Section are encouraged to supply Mr. Rebman or his assistant editors with information that would be of interest to our Section and that would be suitable for printing in the Newsletter. The chairmen and vice chairmen of the various general committees of the Section are all outstanding lawyers in the respective fields of law with which their committees are involved, and their service to the Section is much appreciated. Members of the Section who wish to take an active part in the affairs of the Section have the opportunity to do so through the various general committees, and the best way to get involved is to communicate directly with the chairman of the commit- tee of your choice and tell him of your interest and what you would like to do. The practice of having a relatively large General Advisory Committee, begun last year by Mr. Northcutt Ely, the Last Retiring Chairman, will be continued. The members of that committee consist of certain of the former chairmen of the Section and of other persons who have distinguished themselves in the practice of the law or in government, industry or academic positions. Their advice will be actively sought and appreciated during the coming year. The Section continues to have a large number of members from tile Law Student Division of tile Amer- ican Bar Association, and their interest and participation in Section activities are welcomed and appreciated.
