The name was changed in 1957 to the Section of Mineral and Natural Resources Law, and again in 1967 to the Section of Natural Resources Law. In 1985, the structure of the Section was revamped to allow members ease of entry to avail themselves of oppor- tunities for participation. The Section was founded by and for attorneys having a concern for legal considerations in the development and use of the mineral resources of the United States. Over a period of years it expanded its structure to include such other natural resources as forest and water resources and such areas of broader scope as public lands. Since the developers and users of natural resources were the first to feel the impact of environmental aware- ness, the Section was the pioneer in the field of environmental law. Perceiving that a sizeable portion of future natural resources law was inextricably inter- woven with environmental protection, recognizing the environment itself as a major natural resource, and realizing that the interaction of natural resources law and environmental law could best be addressed in a single section, the Section enlarged the scope of its activi- ties in the late 1960s and affirmatively encouraged participation by govern- ment regulators and environmental at- torneys. The first step in this develop- ment was the formation in 1967 of a Committee on Air and Water Quality. A Section-sponsored national institute on Air and Water Quality Control: The Law of Pollution in 1968 was hailed as the first major attempt to generate awareness of the rapidly de- veloping field of environmental law throughout the legal profession. The success of this far-sighted effort can be seen in the extraordinary growth in Section membership and its continuing legal education functions. Martz, Section Chairman In my experience, one of the most at- tractive features of membership in the Natural Resources Law Section is the opportunity it affords each of our 9,400 members to develop ties with at- torneys of common interests across the country. The Annual Meeting of the Association is the best vehicle to achieve that objective, particularly if it is structured to develop personal asso- ciations and to celebrate our common achievements through the years. Statistics show that our Section membership has not turned out in sig- nificant numbers for Annual Meeting programs. Investigation suggests that the big city climate, the hot season of the summer, and the concentration on policy issues in showcase programs alone cannot compete with other pro- fessional and recreational magnets that draw on our members' time. But if we focus on camaraderie, the ABA pro- gram, coupled with the extensive rec- reational and sightseeing opportunities in a city like New York, can make the gathering of our Section an exciting, profitable and memorable event. With that objective in mind, G. Robert Johnson of Minneapolis, program chairman, Harry H. Voigt of Washing- ton, arrangements chairman, the Of- ficers and Council are planning a uni- quely exciting program to bring our membership together to celebrate the Sixtieth Anniversary of the Section. Highlights include: 1. Sponsorship and co-sponsorship of five substantive programs with topics of timely interest for all seg- ments of our diverse membership. 2. A gala anniversary dinner at the Citicorp Club hosting the former chairmen of the Section and active leaders in resource law development Please turn to page 15
