An Introduction to

Ontario Legislation

  This paper is intended for those with little or no experience
in tracing legislation. Making one's way through the maze
of bills, statutes, regulations, readings, Royal Assents and
proclamations may seem somewhat daunting at first. A little
understanding, however, of the legislative process and some
of the publications that arise from it should help solve a few
of the mysteries.

Bills
  Legislation starts on its way through the Legislature in the
form of a bill (draft statute). There are three types of Ontario
bills:
  1. Government Bills. Public bills which are usually
    introduced by a member of cabinet. These normally
    become law.
  2. Private Members' Public Bills.
    Public  bills which   are

Who Does What?

  It seems that some confusion exists with regard to the
  Offices of the Attorney General and Solicitor General for the
  government of Ontario and the Federal government. The
  following is an attempt to clarify that confusion.
  The Ontario Ministry of the Attorney General is responsible
  for the administration of justice in Ontario and for ensuring
  the effective operation of the courts across the province. The
  Ministry conducts and regulates all civil litigation and
  prosecutions for and against the Crown. In addition, several
  agencies, boards and commissions such as the Ontario Law
  Reform Commission, the Ontario Municipal Board and the
  Criminal Injuries Compensation Board report to the
  Legislative Assembly through the Attorney General. The
  Ministry is responsible for approximately 120 Acts including
                     the Absconding   Debtors Act,
                     Administration of Justice Act,
                     Family Law Act, Mortgages Act and

                     Ministry operates a network of over
                     375 courts, court offices and Crown
                     Attorney's offices in every county
