                   CD-ROM Use in TALL

Heather Colman has just commenced work at the Price Waterhouse Tax
Library after graduating from the Faculty of Information Studies, Univer-
sity of Toronto. This reportwas originally producedfor a Special Libraries
practicum under the guidance of Ian Colvin at Fraser & Beatty.

During the months of February and March 1994, 65 libraries listed in the
TALL Directory were contacted to determine who used CD-ROM products.
Twenty of the libraries have one or more CD-ROM titles in their collection.
Forty-two of the 65 libraries do not provide CD-ROM service and 3 libraries
have CD-ROM players only. The overall response to the survey was quite
encouraging, with many non-CD-ROM users expressing interestin the final
results. In fact, 9 of the 42 libraries which do not currently have CD-ROM
service are ordering or hoping to purchase a CD-ROM player in the new
fiscal year.


Interviews were subsequently arranged with the 20 head librarians who
were CD-ROM subscribers. They were asked the following questions:
What CD-ROM titles does the library have? What are the reasons for these
particular choices? Are the CD-ROMs networked? Is there a formal
acquisitions policy for CD-ROMs? What are the advantages in comparison
to online searching? Do you charge for CD-ROM searching or use?

Results


CD-ROM products have been fully networked by only 2 of the 20 libraries
surveyed. Four libraries however, have networked at least 1 or 2 of the CD-
ROM titles in their collection. This appears to be the more popular
approach, due to the enormous amount of space CD-ROMs require on a
network. The remaining 14 libraries offer CD-ROM access through a CD-
ROM player located in the library. The fact that most lawyers do not have
the time or the skills for CD-ROM searching was the main reason given by
head librarians for not networking. In addition, at least 2 librarians ex-
pressed their dissatisfaction with the terms and cost of network licenses.
Nevertheless, 8 of the 14 libraries plan to eventually network, illustrating a
commitment to greater accessibility, multiple simultaneous use, and end-
user searching.
