ABA Midyear Meeting

The American Bar Association will hold its midyear meeting
in New Orleans the first week in February. At that time the
House of Delegates will meet, discussing, debating and voting
on a number of issues important to the profession; such
issues are in the form of recommendations and reports from
the various ABA sections and committees and other bar
association groups having membership in the House.
The Law Student Division has submitted three recom-
mendations and reports. The Division's two delegates, Ron
Stites of UMKC and Dan Kamin of St. Mary's, have spent
considerable time preparing the recommendations. Addi-
tionally, both delegates will lead the debate in the House on
the recommendations. Those recommendations are set forth
below.
I. Minority Group Recruitment
The Board of Governors of the Law Student Division
recommends and urges the adoption by the House of
Delegates of the American Bar Association of this policy of
minority group enrollment as further commitment to the
concept of encouraging minority group students to seek a
legal education.
Subject: Minority Group Enrollment
RESOLVED, the American Bar Association
urges the adoption of minority student recruitment
programs at all law schools not now having such
programs and specifically affirms the commitment
of the Law Student Division to the goals of the
1968 Law Student Division resolution as follows:
That the American Bar Association strongly
urges individual student bar associations to initiate,
and to cooperate with their law school faculties and
administrations in carrying out, programs designed
to expand the enrollment in the nation's law schools
of members of groups historically and presently
disadvantaged by reason of ethnic prejudice; and
That the nation's law schools make every effort
to insure the success of minority group students in
law school, such as by taking into account any
underprivileged background in administering the
general admissions policies and providing tutorial
and financial assistance; and

That the Law Student Division make an effort
at the national level to encourage minority group
students to pursue the study of law; and
BE IT FURTHER RESOLVED, that the Law
Student Division coordinate and make available to
all law schools the names and credentials of those
minority group students who are desirous of and
prepared to enter law school.
I1. Hiring Practices
BE IT RESOLVED, that the American Bar
Association strongly condemns all forms of discrim-
inatory hiring practices, whether on the basis of sex,
religion, or race within the legal profession.
Ill. Legal Education
The Law Student Division recommends adoption of the
following resolution:
WHEREAS, there is a great need for the law
schools of the United States to enhance the legal
education experience by the establishment and
expansion of extra-curricular and  co-curricular
programs to give law students relevant experience in
the practice of law, and
WHEREAS, there is an unfilled need in today's
society for adequate and readily available legal
services for lower income citizens, and
WHEREAS, law school clinical programs are
uniquely appropriate to meet the aforementioned
needs and,
WHEREAS, clinical programs, to be successful,
require new sources of financial support for legal
education, and
WHEREAS, federal funding for clinical legal
education has not been forthcoming in spite of the
existence of authorized legislation.
THEREFORE BE IT RESOLVED, that the
American Bar Association strongly reiterates its
support and approval of clinical legal education and
will take all appropriate and necessary measures to
effectuate the implementation and adequate fund-
ing of federal legislative measures, such as Title XI
of the Higher Education Act of 1965, designed to
