      Honolulu Meeting Productive,

         Provocative, and Enjoyable
By Carol E. Dinkins, Section Secretary

The Honolulu Annual Meeting of the Section,
headquartered at the Sheraton Waikiki, was produc-
tive to the business of the Section, provocative in its
professional substantive programs, and most enjoy-
able with its social opportunities.
Council met on Sunday, August 6, to approve the
annual budget, receive the report of the Nominating
Committee, be provided an update on publications,
The Urban Lawyer, CLE activities, upcoming meet-
ings, and discuss the preliminary report of the Task
Force on Committees. Incoming Chair David Callies
expressed the Section's deep appreciation for years of
enthusiastic and unselfish service by outgoing Chair
Bob Greenbaum.
The Task Force on Committees recommended that
the Section reorganize by combining various commit-
tees, thus reducing the number and increasing the size
and mission of several. The Task Force recommended
that Council approve the recommendations in San
Diego, so that the new structure can be implemented
at the Chicago Annual Meeting.
Committee Officers and Advisers met Friday morn-
ing for a training and orientation session. Jim Baird,
author of the new handbook for committee officers,
explained the responsibilities of and resources available
to committees. Presentations by Section Officers, Ad-
visers, ABA Staff, Committee Officers, and The Urban
Lawyer editor provided considerable opportunity to
share ideas and information. The session was video-
taped and also will be scheduled annually.
Section programs were well attended. Having the
meeting in Honolulu enabled
the Section to explore urban
environment issues of imme- In th
diate concern in Hawaii. Pro-
gram participants considered Message from the
the conflicts among the state Professional Educ
and local governments and the CLE Report ......
developers, and heard how Products from the
these can be resolved, particu-
larly issues of affordable hous-

Se

ing. With Hawaii being the focal point of destination
and fantasy resort development, program participants
heard directly from resort developers on how to foster
a public/private partnership.
At its Annual Section Meeting and Election, the Sec-
tion approved new officers: David Callies, Chair; David
Cardwell, Chair-Elect; Carol Dinkins, Vice-Chair; and
John Witt, Secretary. The Section also approved an
amendment to the bylaws to permit waiver of Council
attendance requirements to accommodate religious prac-
 tices.
Any Hawaii meeting should avail itself of the hos-
pitality and rich culture of the Islands, and this was
accomplished at the Section Luau, cohosted with the
Administrative Law and Regulatory Practice Section,
for an overflow crowd. The Campbell Estate ocean
setting provided a delightful evening with authentic na-
tive dishes, Hawaiian music and dancing, and a made-
 to-order sunset.
The next Section meeting will be held October 27-
28, 1989, at the Catamaran Resort Hotel in San Diego,
CA. Highlighting the Friday afternoon meeting will be
a CLE program on Growth Management-the San
Diego Experience. The program will begin at 2:00 p.m.
and consist of a seven-person panel of: John W. Witt,
City Attorney, San Diego; Janis Sammartino, Deputy
City Attorney, San Diego; Paul A. Peterson, Peter &
Price, San Diego; D. Dwight Worden, Law Offices of
 D. Dwight Worden, A.P.C., San Diego; Kim Kil-
kenny, Legislative Council, Construction Industry Fed-
