Report of Section
Nominating Committee

Pursuant to the Section's bylaws, the Nominating Committee
submits the nominations set forth below for the Association
year 1983-84:
  Chairman-Eugene Corrigan of Denver, CO (B.A., Princeton
University; J.D., John Marshall Law School-Chicago; admitted
to bar 1958). Mr. Corrigan has served the Section as budget of-
ficer and as secretary. He was chairman of the Taxes and
Revenues Committee and he presented a Section program on in-
terstate taxation at a national meeting. Mr. Corrigan is currently
executive director of the Multistate Tax Commission.
  Chairman-Elect-Laurence J. Aurbach of Washington, D.C.
(A.B., Princeton University; J.D., Boalt Hall School of Law,
  niversity of California at Berkeley; admitted to bar 1963). Mr.
,urbach is currently vice-chairman of the Section and has
served it as secretary, as treasurer, as a council member, and as
chairman of its Committees on Urban Environment, Emerging
Issues, and Membership. He has been deputy county counsel of
Santa Clara County, California, and executive assistant in
Cleveland's Community Development Department. He has held
several federal positions dealing with environmental law and
federalism. He is currently in the Office of Ocean and Coastal
Resources of the National Oceanic Atmospheric Administra-
tion.
  Vice-Chairman-Joseph P. Flanagan, Jr., of Philadelphia, PA
(B.S., U.S. Naval Academy; J.D., University of Pennsylvania; ad-
mitted to bar in 1953). Mr. Flanagan Is currently secretary of the
Section and has served it as council member. He is a partner in
the firm of Ballard, Spahr, Andrews and Ingersoll.
  Secretary-Sherwin M. Birnkrant of Southfield, MI (B.B.A.,
1949, M.B.A., 1951, Uniersity of Michigan; J.D. with distinction
1954, Wayne State University Law School; admitted to bar in
1955). Mr. Birnkrant is currently acouncil memberof the Section
and is one of the four Section committee advisors. He has
served as Section liaison with NIMLO. He Is one of the drafters
of the charter for the ABA's coordination of a Model Procure-
ment Code for state and local governments, and still is one of
the original three designees by the Section to the six-member
coordinating committee. Mr. Birnkrant has both chaired and
presented educational programs for the Section. After retiring
from municipal practice after twenty-seven years of government
service, he Is now with the Southfield, MI, law firm of Schlussel,
Lifton, Simon, Rands, Kaufman, Galvin and Jackier.
  Editor of The Urban Lawyer-Robert M. Frellich of Kansas
City, MO (A.B., University of Chicago; J.D., Yale University;
M.I.A., LL.M., J.S.D., Columbia University; admitted to bar, 1965).
Mr. Freilich is currently serving in this position. He is the Rubey


M. Hulen Professor of Law in Urban Affairs at the University of
Missouri-Kansas City School of Law.
  Editor of Section Newsletter-Richard B. Cappalli of Phila.
delphia, PA (B.A., Williams College; J.D., Columbia University;
LL.M., Yale University; admitted to bar 1966). Professor Cappalli
has been a council member since 1982. He is chairman of the
new Publications Committee. Past service for th3 Section In-
cludes chairing the Federal Grants Committee and serving on
the Special Committee on Federalism. He is professor of law at
Temple University.
  Continuing Legal Education Coordinator-Richard B. Carlisle
of Kansas City, MO (A.B., Kansas University; J.D., University of
Missouri-Kansas City; LL.M., University of Missouri-Kansas
City; admitted to bar 1971). Mr. Carlisle is currently serving in
this position and is also chairman of the Section's Government
Liability Committee. He has chaired and coordinated several na-
tional institutes. He is counsel for Frellich and Leitner, P.C.
  Section Delegate to House of Delegates-Harry Frazier III of
Richmond, VA (B.A., Williams College; LL.B., University of
Virginia; admitted to bar 1953). Mr. Frazier Is currently serving in
this position. He is past chairman of the Section and is with the
firm of Hunton & Williams.
  The following are nominated for four-year terms on the Coun-
cil:

  James Baird of Chicago, IL (B.A., Michigan State University;
  J.D., University of Wisconsin; LL.M., George Washington Uni-
  versity; admitted to bar 1968). Mr. Baird served for eight years
  on the Public .mployee Relations Committee and was chair-
  man of that committee for three years. He coordinated a pro-
  gram co.sponsored by the Young Lawyers Division and the
  Section of Labor and Employment Law on public employee
  labor relations law. He is currently with the firm of Seyfarth,
  Shaw, Fairweather and Geraldson.
  Robert S. Greenbaum of Newark, NJ (B.A., University of Penn-
  sylvania; J.D., Columbia University; admitted to the bar 1949).
  Mr. Greenbaum is currently vice-chairman of the Special Com-
  mittee on Budget and Procedures and Is the Section's budget
  officer. He was formerly the chairman of the Committee on
  Airport Law and is now with the firm of Greenbaum, Rowe,
  Smith, Bergstein, Yohalem and Bruck.
  Richard E. V. Harris of San Francisco, CA (B.A., Albion Col-
  lege; J.D., Harvard University; Knox Fellow, Institute of Ad-
  vanced Legal Studies, London, England; admitted to bar
  1972). Mr. Harris is currently a council member. He chaired
  last year's National Institute on Antitrust Liability of Urban,
  State and Local Governments. Mr. Harris was formerly vice-
  chairman of the Committee on Government Liability. He Is
  currently with Orrick, Herrington and Sutcliffe, P.C.
  John P. Fernsler of Pittsburgh, PA (B.A., Dickinson College;
