Realizing that this is the way most members who wish to be active in the Section are given the opportunity to do so, your Council decreed that each of the Section's committees be di- vided into divisions to be chaired by a Chairman and Vice-Chair- man. The result, we hope, will be to involve more committee members in the work of the committees and make the commit- tees more effective. In the past, committees were only asked to submit an annual report. While this is still a requirement, we are encouraging com- mittees to meet, to conduct workshops and to become involved in the administration of the Section's affairs. The Committee on Land Use, Planning and Zoning just met in Houston during the ABA Midyear Meeting and held its first seminar. The Elections Committee will meet in New Orleans next summer during the Annual Meeting and will have a program on reapportionment. To involve committees in the administration of the Section's affairs, I have been asking committees to utilize their expertise in re- viewing and responding to requests for comments both from the ABA and the National Conference of Commissioners on Uniform State Laws. We realize that not everyone among the 5,000 members in our Section wishes to be active, but for those who are so Inclined, we welcome their participation and invite suggestions from all of our members as to how the opportunities to be more active can be explained. I am looking forward to greeting personally every member of the Section who attends our Annual Meeting this August In New Orleans. SAMUEL GORLICK Chairman Nominating Committee Appointed Chairman Samuel Gorlick has appointed a Nominating Committee to prepare a slate of Officers and Council Members upon which the Section will vote at its forth- coming Annual Meeting in New Orleans. A. Berry Cappello, who practices law in Santa Barbara, California, is Chairman of the Nominating Committee. The other Committee members are James Baird of Chi- cago, William Peter Doren of Traverse City, Michigan, Donald R. Hodgman and Carl K. Newton, both of Los Angeles. Highlights of Upcoming 1981 Annual Meeting in New Orleans There is still time to make reservations for the 1981 Annual Section Meeting which will be held at the Royal Orleans Aug- ust 8-11. First Vice-Chairman Manly Mumford of Chicago, who is in charge of this year's program, has arranged a series of stimulating topics of interest to both the private and govern- mental practitioner. These include sessions on public trans- portation law, under the direction of Lawrence L. Thompson of Atlanta; the law of state and local government finance under the direction of Gerard Fernandez, Jr., of New York City; elec- tion law and reapportionment, a joint program with the ABA's Special Committee on Election Law and Voter Participation, under the direction of David E. Cardwell of Lakeland, Florida; and Living and Litigating under Section 1983 of the Civil Rights Act, under the direction of Richard Carlisle of Independence, Missouri. In addition, Shirley Siegal, Solicitor General of New York, is putting together a joint program with the Young Lawyers Divi- sion on employment in the public sector and David Callies of Monoa, Hawaii, is preparing a session on land use law. Finally, the Section's program will conclude with Bob Freilich's always eagerly awaited overview of the past year's major develop- ments in urban, state and local government law. Bob's analysis is invariably informative, stimulating and provocative. It is always a fitting climax to the Section's meeting. Committee on Land Use, Planning and Zoning Meets at the ABA's Midyear Assembly Committee Chairman David Callies of Hawaii presided over a two-day meeting of the Committee this past February in Hous- ton, Texas. The Committee's sessions were held in conjunc- tion with the ABA's annual Mid-Winter Conference. Those attending the Committee's sessions included Com- mittee Vice-Chairman David Burch of Missouri, and Committee members Robert Anson of Colorado, John Armentano of New York, Richard Carlisle of Missouri, Barry Currier of Florida, Christopher Duerksen of Washington, D.C., William Fahey of Michigan, William Holliman, Jr. of California, Eric Lauterer of (Continued on next page) Copyright © 1981 American Bar Association -qq Produced by the ABA Press
