CCH SEC Docket Delivery Speed
CCH's goal is to deliver SEC docket material to our subscribers as
quickly as possible. Several factors affect how old documents are when
subscribers receive them and whether subscribers receive a report in a
given week.
The most significant factor is the date that the SEC's Office of the
Secretary makes a week's worth of docket material available to the public
in a batch. In years previous, the SEC provided the public a batch of
material weekly. The documents in that weekly batch typically were dated
about four weeks old. However, in the past year, the SEC's preparation of
this material for the public has become more irregular and the date on
which the SEC makes a week's worth of material available to the public
has become increasingly delayed.
As of March 19, 2004, the SEC makes batches of SEC Docket
material available to the public that are twelve weeks old rather than four
as it had done in the past. It also has not made batches as regularly
available on a weekly basis as it once had. It is now not uncommon for the
SEC to delay by three or four weeks SEC Docket materials or to make
batches available out of chronological order.
The irregularity and increasing delay of document availability from
the SEC and postal regulations have affected delivery of weekly CCH SEC
Docket reports to our subscribers in two ways: (1) change in mailing class
aid (2) weekly delivery of reports.
(1) Change in mailing class. Due to the irregular supply of docu-
ments from the SEC, CCH has had to change the mailing class of CCH
SEC Docket reports. The change in mailing class may further delay your
receipt of CCH SEC Docket reports by anywhere from around two to six
days. When regularity and reliability return to the supply of these docu-
ments from the SEC, CCH will change mailing class, as postal regulations
allow, to return delivery speed to what it had been.
(2) Weekly delivery. Due to the increasing delay in the SEC making
documents available, subscribers may not receive a report in a given week.
