THE WORK OF THE DISTRICT JUDGES
Congress was asked, at the last session, to
provide for the appointment of two more District Judges
for the Southern District. The bill came out of the
House Committee on Judiciary in the closing hours of the
session but no vote was taken, though the necessity for
increasing the number of judges here was generally con-
ceded. Now the proposal is under consideration again.
Meantime, Judge Caffey made a statement at
the outset of one of his rulings which might well serve
as proof that the need for more judges is based on a
condition, not a theory'. His opinion, in Louangel
Holding Corporation v, Charles Vfe Anderson, Collector
of Internal Revenue, begins:
This case was argued orally April 24 and the
briefs came in May 5.. Since then I have had
no earlier opportunity to examine the papers,
