INTRODUCCIO A LA SECCIO MONOGRAFICA L'ADMINISTRACIO PUBLICA I LA CURA DE LES PERSONES Joan Lluis Perez Francesch* Resum A partir del reconeixement de la fragilitat i la vulnerabilitat de la persona -com ha esdevingut amb l'actual pandemia de la COVID-19- es defensa una exigencia 6tica i tambe politica consistent en tenir cura de les persones. Se'ns presenta el repte de construir un nou paradigma politic on la cura sigui el centre de gravetat de la legitimitat dels poders publics, a banda de les relacions comunitiries, no reduit a la condici6 de ciutadh. La definici6 d'un estat del benestar util ha de tenir en compte prestacions publiques eficaces i eficients, amb una gesti6 publica al servei d'unes persones cuidades, centrada en la proximitat, l'atenci6 i el bon tracte. Aix6 comporta per part dels poders publics una preocupaci6 en tres ambits, en especial: les persones -sobretot les necessitades d'ajuda -, el medi ambient i els animals no humans. En tot cas, es tracta de politiques publiques que es mouen en l'ambit dels drets prestacionals, la qual cosa vol dir que necessiten una assignaci6 pressuposthria adequada -no precaria -, i pressuposen una concepci6 social de la democracia. Al final es presenten les aportacions a la part monogrhfica del present nnmero de la Revista. Paraules clau: persones; vulnerabilitat; drets prestacionals; estat del benestar; gesti6 publica; legitimitat; ciutadania. THE ETHICAL AND POLITICAL DEMAND OF PROXIMITY ATTENTION AND GOOD TREATMENT. INTRODUCTION TO THE MONOGRAPHIC SECTION PUBLIC ADMINISTRATION AND CARING FOR PEOPLE Abstract Acknowledging the fragility and vulnerability of people as has become apparent with the current COVID-19 pandemic is the basis for defending an ethical and also political demand consisting of caring for people. We are faced with the challenge of building a new political paradigm in which care underpins the legitimacy ofpublic authorities, in addition to community relations, not reduced to the condition of citizenship. The definition of a useful welfare state must take into account effective and efficient public services, with public management at the service of cared-for people and focused on proximity, attention and good treatment. This compels public authorities to be concerned with three specific areas: people (especially those in need of help), the environment and non-human animals. In any case, this requires public policies that operate in the sphere ofrights to benefits, which means that they require an adequate, non-precarious budget allocation and presuppose a social conception of democracy. The contributions to the monographic part of this issue of the journal are presented at the end.
