EDITORIAL


    This  issue of The Prison journal is devoted mainly to tihe subject
of the untried ault in detention. Though   the references are to Phila-
delphia,  iuch of what  is said would  be valid in most  jurisdictions
throughout  Pennsylvania and  across the nation.
    A  leader in the current drive towards this long sought and sorely
needed  facility, Philadelphia Commissioner of Welfare  Randolph   E.
Wise  highlights the century-long struggle and indicates the direction in
wiici  progress is to be made. His contribution to this issue gives the
historical perspective, as well as the basis of present hope for an early
mnaterialization of this urgently  needed  replacement  of  the over-
crowded  and  totally unsuited Moyamensing  Prison.
     Out of the experience of providing a regular direct social service
to the defendant  awaiting  trial in jail, Prison Society has acquired
deeper  insight and  understanding  of the  problems  of the  untried.
Mr.  Louis Partilow, of the Society's staff, presents in this issue a corm-
pielensive report and  discussion entitled, Toward a Program  for the
Untried  Adult  in Detention.  Here, perhaps  for the first time any-
where.  the   ri);i1u1 i Illar social welfare of the untried prisoner is differen-
ti;Il( Jl   horin that of the convicted. T]he ncaniing  to the person
going  tirougl iie frightening, frustratinig and, at times, crushing ex-
perience fron  orreSt to triil, iN delineated. While alleviating the situa-

Mr. Partnow  has developed and here suggests a process which we believe
can  have meaning  in any facility for the dletenion of adults awaiting
trial. When  sulh a process is geared to tlie ovi-all abninistration of
detention, it becomes a positive program  in the fulfillment o justiCe.
     Leading  public (filials, jurists and outstanding cifi/tlNs of Phila-
delphia  are now  speaking  out in support  Of separate  uIcili ties and
against the deplorable  practice of jailing those awaiting trial, under
(onditions  no betir  t(ihan and often worse than those inflicted upon
the c onivit    T Ic he stilling words of' Mayor Richardson Dilworth, of
the Ca)noIII i olni r of Welfare, Randolph E. Wise, of Chairman of the
Cily  Planning (onunission,  Albert M.  Greenfield, and other leaders,
appearing  elsewhere  in this pilblication, raise a banner which other
concerned  (it i/tns may well follow.
