  ONE HUNDRED FIFTY-SEVENTH ANNUAL
                   REPORT OF THE
       PENNSYLVANIA PRISON SOCIETY


    Instead of reviewing the events of the past year, let us turn
Our thoughts  to the future and  what  may  be done  by us  as
members  of the Pennsylvania Prison Society in 1944.

    First let us bear in mind  the  extraordinary expansion of
prison labor that is going on under the auspices of the Federal
Government   and  under  the direction of former  Congressman
Maury  Maverick who  has lately been made Vice Chairman of the
War  Production Board. Already much  has been accomplished and
many  thousands of prisoners have been put to work in th ,-risons
and penitentiaries of the country. The value of prison labor has
been proved, and we may  confidently expect that when the peace
comes, the value of  prison labor in dollars and cents will be
recognized as never before. It will be the task of all persons
interested in prison reform to further a continuance of prison
labor in time of peace.

    Let  us remember  that in Pennsylvania we  have the State-
use System, and  let us make every effort to have the purchase
of the products of prison labor extended so that there will be no
such thing as prison idleness in our midst. We must, of course,
work for a compulsory law to compel State and State-aided Insti-
tutions to buy the products of prison labor, the State paying a
substantial wage to the prisoner out of the value of his product
with a deduction for his board and keep. Only in this way will
the labor of prisoners really serve to rehabilitate the prisoner and
make  him  a self-respecting, law-abiding citizen on his release.
Ile, like other persons, must learn the value of labor.

    The  other matter to which I would direct your attention is
the real probability that we shall have  in the near  future a
House of Detention in Philadelphia for the untried adult prisoner
who is unable to secure bail. The Board of Managers of the proposed
Ilouse of Detention have applied to the City Planning Commission
to include the construction of a  suitable House of Detention.
as authorized by the Act of 1917, among the projects to be recom-
mended  by the Commission to our City Council at the close of the
War.  The  Pennsylvania  Prison  Society should in  every way
support the step that has been taken. We can all hell) in bringing
about the desired result.
