Our Section meets in mid-Novem-
ber at Boca Raton. It offers a ver-
dant, varied, and hospitable re-
spite for wearied warriors of the
bar: swimming, tennis, golf, boat-
ing, distilled spirits, dancing by
the sea, excellent food in a hand-
some old dining room and the
romance of the Florida Coast. This
was not always true, however. For
early sailors, the inlet was frought
with perils. Its name is a Spanish
nautical term meaning Mouth of
the Hidden Rocks.
  An all-day educational program
will be held Friday, November 18.
Panelists will chart courses among
modern-day legal reefs, explaining
current developments and prob-
lems involving judicial review of
protests, certification of claims,
and interest-recovery issues, etc.,
arising under the Contract Dis-
putes and Federal Courts Im-
provement Acts. Chief Judge Alex
Kozinski of the U.S. Claims Court
will be a featured navigator.
  On Saturday and, if necessary,
Sunday morning, the Council of
the Section will consider storms
and hazards currently confronting
the public contract bar. All mem-
bers of the Section are invited to at-
tend. There also will be meetings of
the Construction Committee (Tom


Treacy, helmsman) and the Insur-
ance and Indemnification Com-
mittee (Larry Stich, helmsman) at
times to be named.
  Fred Sass and Tom Patten will
defend their Section champion-
ships on the golf links. Tom Aber-
nathy and Jim Myers will welcome
challengers on the tennis courts.
Others may wish to explore for hid-
den rocks, search for the Platonic
ideal or simply relax in the sun-
shine. At the conclusion of evening
festivities, Section astronomers
will, upon request, locate Polaris
and other navigational aids.
  We hope you can join us in Boca
Raton.


Trial Advocacy Course
Set for January
The Section's third annual Trial Advo-
cacy Course will be held in Washington,
D.C., at George Washington Universi-
ty's Marvin Center from January 8 to
14, 1984. The program instructs both
new and practicing attorneys in the
skills necessary for successful advocacy
before both the Boards of Contract Ap-
peals and the Claims Court. A single
factual situation is carried from initial
witness conference to trial. Students
prepare and question witnesses, review
their own performance using video re-
plays, participate in critique sessions
and observe the performance of other
students. We have had nothing but rave
reviews from students. It is an excep-
tional opportunity for young lawyers to
practice and learn, along with counter-
parts in and outside of government,
from experienced judges and practi-
tioners. Enrollment is limited to forty-
eight students. For further details, con-
