       COUNCIL SUPPORTS GREATER
     EMPHASIS ON STATE AND LOCAL
          PROCUREMENT ACTIVITY

 Crowning the activities of a busy and productive Con-
 vention in Atlanta last month, the Section Council
 unanimously endorsed the concept of greater empha-
 sis on state and local procurement during the coming
 year. Meeting on August 10 at the Marriott Motor
SHotel, the Council passed the following resolution:

   RESOLVED, That the Council endorses and supports the
   Chairman's program for greater Section activity in the
   areas of state and local procurement law, as well as fed-
   eral procurement law, and urges that the Chairman of the
   Section emphasize such programs in all practicable ways
   during the 1976-77 program year.

   Toward that end a number of organizational
   changes have already been made, and it is anticipated
   that many more programs will be held in various
   sections of the country throughout the year than has
   been true in the past.


         State and Local Contract Matters To
            Be Coordinated by Bob Wallick
  Under the Section reorganization which was accom-
  plished in early Summer, all State and Local Contract
  matters will be handled during the 1976-77 program
  year by Robert D. Wallick, 1250 Connecticut Avenue,
  N.W., Washington, D.C. 20036. He is assisted by a
  number of Committee Chairmen in areas of func-
  tional responsibility such as State and Local Construc-
  tion Contracts, Supply Contracts, etc., and is further
  assisted by a network of Regional Vice-Chairmen as
  follows:

                 I. Introduction
During the 1976-77 program year, the Section plans
to increase its emphasis on state and local procure-
ment. As part of this shift in direction, a series of four
articles on the Model Procurement Code Project are
scheduled to appear in the Newsletter. The purpose
of the series is to provide Section members with in-
formation as to the most recent developments in the
Project for a Model Procurement Code for State and
Local Governments. Although the majority of Section
members may already be familiar with the Project,I
this first article contains a short background section
for the benefit of those who are learning about the
Project for the first time. The three subsequent articles
will only contain material on the current developments.
  It is hoped that these articles will encourage in-
creased participation by Section members in this
important Section Project,' and in state and local
procurement. For it appears to be clear that in the
future there will be an increasing participation by
lawyers in state and local procurement generally.
           II. Background of the Project
              A. The Needfor a Code
  While the period of fifty years from 1920 to 1970
was one of major developments in federal procure-
ment, modernization of the procurement process by
the states has moved at a slower pace. Now, however,
with their expanded role under the concept of New
Federalism, state procurement organizations have
found themselves confronted with new procurement
responsibilities of a heretofore unforeseen magnitude
and complexity.
