COMMENT


The  Future   of Adoption
IN April 1966 the then Home Secretary in<icated awareness of a feeling amongst
field workers that the adoption law ought to be reviewed. In July 1969 a
Departmental Committee  on the Adoption of Children was  set up, and a
working paper produced for comment and criticism only. A Guide to Adoption
Practice was published in October 1970, being the report of the Tucker
Committee.
  The  last full-scale enquiry was undertaken by the Hurst Committee, whose
findings were largely embodied in the Adoption Act of 1958.
  In 1959 the number of adoptions was 15,300, but by 1969 this had risen to
26,000. The system therefore permanently affects the lives of a very large
number  of children and adults, and lengthy consideration must be given to
any suggested changes in the present law.
  Evidence was given by NAPO  to the Tucker Committee, and the Houghton
working paper and  the present law is being considered by the Association.
This  consideration should be completed and published soon. Committees,
discussion groups, and conferences have 'been attended by NAPO representatives
with those of other disciplines and the Association of British Adoption Agencies.
  There is a fair measure of support for some suggested changes: for example,
the embodiment of the principle that the long-term welfare of the child should
