WHILST WELCOMING  THE  Report of the Work of the Probation and After-Care
)epartment 1962-1965 as something which the Association has long demanded,
t must be said at once that its title is misleading. In fact, it is not a report on
he operations of a central government department but an account of the work
)f the probation service as a whole.
The   Report  provokes mingled  feelings of admiration and exasperation:
admiration for all that the service has achieved, exasperation at the difficulties
vhich have been put in its way.
The   account it gives of the activities of the Home Office is disturbing indeed,
or it frankly concedes that the Home Office has been unable to fulfil all its
>bligations. Less frankly, while admitting that the Home Office has not achieved
ts aim of making full inspections every three years, it fails to make clear how
rery far it has fallen short of this aim. That the interval between inspections is
)ften rather more than double this would not be apparent to the ordinary reader.
The   link between the Home Office and the service is tenuous indeed. Leader-
;hip and responsibility has fallen increasingly (and many will think rightly) to
)robation committees and their principal officers, and it is a pity that the authors
>f this Report cannot bring themselves directly to acknowledge this. They speak
A new developments in after-care, in prison welfare, in social enquiries for the
:ourts, in divorce court welfare, yet not once are the efforts of principal probation
