              New Year, New Amendments

  Happy  New  Year! This issue of Pratts journal of Bankruptcy Law begins with
an article discussing recent amendments to the Bankruptcy Code. We also have
several articles discussing important circuit court decisions, and two articles
covering international developments.
New  Bankruptcy  Amendments
  In our lead article, New Bankruptcy Amendments  Lower the Burdens of
Preference Actions on Defendants, David S. Forsh, Jonathan S. Hawkins, John
C. Allerding, and Scott E. Prince, attorneys at Thompson Hine LLP, discuss a
new  bankruptcy bill, the Small Business Reorganization Act of 2019, that
facilitates the Chapter 11 bankruptcy process for small businesses and includes
amendments   to lower the burden on non-debtors in defending against any
preference claims brought by trustees or debtors in bankruptcy.
In the Third Circuit
  The  U.S. Court of Appeals for the Third Circuit has ruled that the plain
meaning  language in an intercreditor agreement did not govern allocation of
adequate protection payments  or plan distributions where payments were
