                  Cross-Border Harmony:
     What We All Hope for in the New Year

  Welcome   to the first issue of Pratt' Journal of Bankruptcy Law for 2017!
  In a perfect world, there would be harmony across all borders, demarcated
and  otherwise, in all interactions between nations, states, and individuals.
Unfortunately, we do not live in a perfect world and we need to craft individual
solutions to complex cross-border issues. In bankruptcy, we have Chapter 15,
a legal regime designed to harmonize cross-border insolvency cases. This issue
of Pratt'fournal ofBankruptcy Law begins with two articles discussing Chapter
15 issues. We also have the second part of an article covering collateral security
for bond investors and articles about the Aeropostale bankruptcy, the ordinary
course of business preference defense, use of the Tax Code look-back period in
avoidance actions, deepening insolvency claims, and maritime lien claims.

  In a recent decision, the U.S. Bankruptcy Court for the Western District of
Texas held that, because the statute of limitations governing claims against a
Canadian  debtor's officers and directors under the Fair Labor Standard Act
