Comment
The International Year of the Child marks the 20th
anniversary of the UN Declaration of the Rights
of the Child. The Declaration sets out the basic
rights which should be afforded to all children. To
what extent does the law in this country and the
way that it is implemented reflect the intentions of
the Declaration? Much of the legislation affecting
children aims to ensure that they jare protected
from exploitation or abuse.  The laws placing
restrictions on the employment of children and
the child care law are two examples. But does the
law and the duties it places on those who are
responsible for the welfare of children give
dufficient emphasis to the position of a child
or young person as an individual under the law,
and is there sufficient opportunity for their voice
to be heard in the making of decisions affecting
their lives?
In recognition of these and other problems con-
cerning the child's position in the law it has been
proposed that a Children's Legal Centre should be
established. A project to set up the Centre has
been officially sponsored by the UK Association
of the International Year of the Child.
The Centre will aim to emphasise the importance
of children's law  through education, research,
provision of advice and information, and under-
taking test cases highlighting particularly important
issues.
The laws affecting children have become increas-
ingly complex.  Acts of Parliament have been
passed but their objectives have been undermined
by the failure to implement them fully. In areas
